Britain and France Will Dispatch Troops to Ukraine in the event that a Peace Agreement is Finalized

The London and Paris have inked a statement of purpose concerning the positioning of armed personnel in Ukraine if a ceasefire be struck with Moscow, the UK Prime Minister, Starmer, has announced.

After negotiations with allied nations in Paris, he noted that the allies would "set up defense centers throughout Ukraine and build fortified facilities for military hardware and defense matériel" to discourage any subsequent invasion.

The coalition members also put forward that the United States would assume leadership in verifying a ceasefire.

The Kremlin has consistently stated that any external forces in Ukraine would be considered a "valid objective", but has so far not responded on this latest declaration.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Moscow presently occupies roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to stand with Ukraine for the duration," commented Starmer.

Top officials and top officials from the "Allied Coalition" took part in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister noted: "It establishes the framework for the legal framework under which British, French, and partner forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the years ahead."

The UK prime minister went on to say that Britain would participate in any American-headed verification of a potential truce.

Defense Assurances and Negotiation Stances

Lead American diplomat Steve Witkoff stated that "durable defense assurances and substantial prosperity commitments are vital to a enduring ceasefire" in Ukraine – mentioning a major requirement made by the Ukrainian government.

The negotiator indicated the allies had "largely finished" their work on agreeing such assurances "in order that the people of Ukraine know that when this hostilities ends, it ends permanently."

Jared Kushner, former American President Donald Trump's special envoy, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron stated that Ukraine's partners had made "significant advances" at the talks.

He said that "strong" security guarantees for the Ukrainian government had been agreed in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "major advance" had been made in the negotiations, but cautioned that he would only deem efforts to be "adequate" if they culminated in the cessation of the war.

Recently, he suggested a settlement was "mostly finalized". Agreeing on the remaining 10% would "determine the outcome of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of unresolved issues for diplomats.
  • The Russian President has consistently stated that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to conclude the war.
  • Zelensky has to date ruled out ceding any land, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Russia presently occupies approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the industrial region of the Donbas.

The initial US-led comprehensive peace plan that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Russia's favor.
