The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Considerable effort is allocated on containing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through timely intelligence. From observation points, defense planes that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from believing that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
