Zelensky Asserts Absence of Clear Security Pledge from Partner Nations
President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.
"But as long as we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Recently, Zelensky said a peace deal was "90% ready".
Questions of land and security guarantees have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.
Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with drones, though with more limited success.
